YOUR ELECTRIC RATES


The following rates and charges are prescribed for customers in the area served by Shelby Energy as approved by the Kentucky Public Service Commission. All rates shown are for monthly service. Fuel adjustments and environmental surcharge are applicable to all kWh used.

Large Power Service - Rate 2

Available to all consumers whose kW demand shall be greater than 50 kW including residential and farm consumers who do not qualify under availability of service under Rate 12 or Rate 11 respectively, located on or near Seller’s line for all types of usage, subject to the established Rules and Regulations of Seller.
Three Phase, 60 Hertz, available at Seller’s standard voltage.

Outdoor and Street Lighting Service - Rate 3
Available to all consumers of the Cooperative, subject to the Rules and Regulations.
Cooperative will furnish, install, and maintain at no extra expense to the consumer, a lighting unit, in accordance with the rate schedule and conditions of service below. Cooperative will make all necessary electrical connections and furnish electricity for same which shall be controlled by a photocell to energize the unit from dusk to dawn.

* All new lights will be LED. High Pressure Sodium will be phased out upon failure and replaced with LED.

Outdoor and Street Lighting Service - Rate 3L (LED)
Available to all consumers of the Cooperative, subject to the Rules and Regulations.
Cooperative will furnish, install, and maintain at no extra expense to the consumer, a light-emitting diode (LED) lighting unit, in accordance with the rate schedule and conditions of service below. The lighting unit shall be controlled by a photocell to energize the unit from dusk to dawn.

Cable Television Attachments - Rate 5
In all territories served by the company on poles owned and used by the company for their electric plant. All qualified CATV operators having the right to receive service.

ETS - OFF-PEAK RETAIL MARKETING SERVICE - Rate 9
The special marketing rate is made as an attachment to Rate GS-11 & Rate 12 and all other terms of that rate apply except those covered here. It is available for specific marketing programs as approved by Shelby Energy’s Board of Directors.
The electric power furnished under this marketing program shall be separately metered for each point of delivery and is applicable during the below listed off-peak hours. This rate is available to customers already receiving service under Rate GS-11 & Rate 12. This marketing rate applies only to programs which are expressly approved by the Public Service Commission to be offered under the Marketing Rate of East Kentucky Power Cooperative’s Wholesale Power Rate Schedule E.

General Service - Rate 11
Available for commercial, small power and non-residential purposes for single phase and three phase loads below 50 kW, subject to the established Rules and Regulations.

Residential Service - Rate 12
Available for residential homes for loads below 50 kW, subject to the established Rules and Regulations.
Single phase service for residential dwellings.

Prepay Service - Rate 15
Shelby Energy Cooperative’s Prepay Service (“Prepay”) is an optional rider to Rate 12 – Residential Service as defined by the Cooperative.
All Rate 12 - Residential services, excluding accounts on Levelized/Fixed Budget, Automatic Draft, Net Metering and three-phase accounts within the territory served by Shelby Energy Cooperative.

Optional T-O-D Demand - Rate 22
Available to all consumers whose KW demand shall be greater than 200 KW, including consumers who do not qualify under availability of service under Rate 11 or Rate 12, located on or near Seller’s line for all
types of usage, subject to the established Rules and Regulations of Seller.
Three-phase service, 60 Hertz, available at Seller’s standard voltage.

Large Industrial Rate - Schedule B1
Applicable to contracts with demands of 500 to 4,999 KW with a monthly energy usage equal to or greater than 400 hours per KW of contract demand.

Large Industrial Rate - Schedule B2
Applicable to contracts with demands of 5,000 to 9,999 KW with a monthly energy usage equal to or greater than 400 hours per KW of contract demand.

Large Industrial Rate - Schedule B3
Applicable to contracts with demands of 10,000 KW and over with a monthly energy usage equal to or greater than 400 hours per KW of contract demand.

Large Industrial Rate - Schedule C1
Applicable to contracts with demands of 500 to 4,999 KW with a monthly energy usage equal to or greater than 400 hours per KW of contract billing demand. These contracts will be two “two-party” contracts with the first one being between the Seller and the Cooperative association and the second one being between Seller and the ultimate consumer.

Large Industrial Rate - Schedule C2
Applicable to contracts with demands of 5,000 to 9,999 KW with a monthly energy usage equal to or greater than 400 hours per KW of contract billing demand. These contracts will be two “two-party” contracts with the first one being between the Seller and the Cooperative association and the second one being between Seller and the ultimate consumer.

Large Industrial Rate - Schedule C3
Applicable to contracts with demands of 10,000 KW and over with a monthly energy usage equal to or greater than 400 hours per KW of contract demand.

Cogeneration and Small Power Production

Interruptible Service - Rate 23

A monthly demand credit per KW.
Based on annual hours of interruption and minutes of notice. This Interruptible Rate is a rider to Rate Schedules 2, 22, B1, B2, B3, C1, C2 and C3.
This schedule shall be made available to any load center, to any member cooperative where an ultimate "Customer" is capable of interrupting at least 1,000 kW upon request and has contracted with the Cooperative to do so under a retail contract rider.

Renewable Resource Energy (Envirowatts) - Rate 24
This “Renewable Energy Program” is a rider to all current rate schedules. The purpose of this program is to provide retail customers with a source of renewable energy.
The Customer may allocate their “Renewable Energy Program” contribution to a type or types of renewable energy offered by the Envirowatts program (solar, wind, hydroelectric, or landfill gas). Funds provided by the customer are not refundable.
This rate is in addition to the regular retail rates for power.

Level 1 Application

1. Use this application form for a generating facility that is inverter-based and certified by a nationally recognized testing laboratory to meet the requirements of UL 1741.

Level 2 Application
1. Use this application form for a generating facility that is not inverter-based, not certified by a nationally recognized testing laboratory to meet the requirements of UL 1741or does not meet any of the additional conditions under Level (1).
2. Level 2 net metering requires an Interconnection Agreement.

Cooperative Solar Tariff
In all territory served by Shelby Energy Cooperative. Community Solar Power is available on a voluntary basis, upon request, and on a first-come, first-serviced basis up to the capacity available to Shelby Energy from East Kentucky Power Cooperative (EKPC).

Environmental Surcharge FAQ

What is the environmental surcharge?

The environmental surcharge pays the cost to meet EPA regulations on power plant emissions. Government regulations have forced our power supplier to install equipment to reduce emissions from power plants and comply with EPA rules. Your bill is higher because of the rising cost of cleaner air.

Why does this surcharge appear on my bill?

Many utilities in Kentucky have had an environmental surcharge for a decade or more. Our power supplier absorbed tens of millions of dollars of these costs for years, but can no longer do so. Just like Shelby Energy Cooperative, our supplier is also a not-for-profit organization owned by Shelby Energy and 15 other distribution cooperatives. The surcharge started appearing on bills in August 2005.

Where does the surcharge go?

When you pay the surcharge, it is passed, in full, to East Kentucky Power Cooperative in Winchester to meet the government's clean air standards. Those costs have been increasing sharply.

What steps is your supplier doing to improve the situation?

  • A new scrubber, a device that removes emissions, is going to be built for the largest generating unit.
  • East Kentucky operates the cleanest coal-generating unit in Kentucky. It produces a fraction of the emissions produced by older power plants.
  • Two more of those units are planned in the next five years.
  • Whenever practical, our supplier uses cleaner coal for fuel to lower emissions.
  • East Kentucky Power is working to contain costs.

When will the environment surcharge come down?

We don't expect the surcharge to come down in the near future. The costs to meet these government regulations are continuing to increase.

What can I do about this? All my bills are going up.

  • We certainly understand these charges from our power supplier are difficult, especially for people on low or fixed incomes.
  • We can't control the price of fuel or clean air, but one of our Touchstone Energy programs could reduce your bill. We offer the button-up program and rebates on energy efficient heat pumps.
  • Water heaters and other appliances consume a lot electricity. Members can turn down their water heaters or lower thermostats and save.
  • There are many ways to lower your bill. For a free copy of our Simple Savings energy tips, come to our cooperative offices.
  • Sign up for budget or levelized billing. It eliminates the swings in your bill.
